Joe O'Rourke, President/CEO
New Beginnings Enterprises, Inc. Board of Directors is pleased to announce the selection of
Joe O’Rourke, Independence, as their new President and CEO. Prior to joining New
Beginnings Enterprises, Inc., Joe was employed at Cessna Aircraft Company in their Contracts
Department. “I enjoyed working with people from all over the world. It certainly broadens your
perspective and understanding of people and cultures. In addition to working in the corporate
sector, Joe has had previous experience at the Parsons State Hospital from 2000-2006. He
worked as a QMRP and social worker, working with individuals with developmentally
disabilities. Joe added, “The experience I gained at the Parsons State Hospital will be
invaluable in my work at New Beginnings”. Joe will be responsible for overseeing both the

Martha Heffron, LBSW, Director of Services
Martha is responsible for oversight of adult HCBS programs, including day services, residential
supports, in-home supports, and employment. She is also responsible for our Positive
Behavioral Support Planning. Martha was the driving force behind improving our person-
centered support planning process and many of the tools now used by our case management
team. She now takes the mission and philosophy of our agency to the teams that work directly
with the people we support to ensure the quality, dignity and choice that we are know for. Martha
is Certified through the KU Positive Behavioral Supports Program to assist in the development
of plans that reduce behavioral issues so children and adults can achieve a better quality of life.

Antoinette Birdsell, Director of Finance
Antoinette is responsible for the day-to-day management of our finance department, including
billing, payroll, payables, receivables, state reporting, and budgetary oversight. Antoinette is also
involved in the Docu-Shred project assisting customers needs and assuring their satisfaction.
